The Dalian Power Plant is located on the outskirts of Dalian, on the coast of Bohai Bay. It has an installed capacity of 1,400MW and consists of four 350MW coal-fired units. Two units of the Dalian Power Plant Phase I use equipment produced by the Mitsubishi Consortium and commenced commercial operations in September and December 1988, respectively. The equipment used in the Dalian Phase II expansion was supplied by an international consortium consisting of Westinghouse Electric Corporation, Mitsui Babcock Energy Ltd., U.K., etc. Construction commenced in March 1996 and the coal-fired units commenced operations successively in December 1998.
Coal supply for the Dalian Power Plant is obtained from several coal producers located mostly in northern Shanxi Province. Coal is transported by rail from the mines to Qinhuangdao port and shipped by special 27,000 ton automatic unloading ships to the wharf at the Dalian Power Plant. The wharf is owned and maintained by the Dalian Port Authority and is capable of handling 30,000 ton vessels. The Dalian Power Plant typically stores 200,000 tons of coal on site. Coal consumption rates for power sold were 322gram/kWh for Phase I and 329gram/kWh for Phase II in 1999; and 322gram/kWh for Phase I and 318 gram/kWh for Phase II in 2000. Currently, electricity generated by the Dalian Power Plant is delivered to the Northeast Power Grid for sale.
Dandong Power Plant had originally been developed and constructed by HIPDC which transferred all its rights and interests therein to the Company effective 31st December, 1994.

Coal supply for the Dandong Power Plant is obtained from several coal producers located in Zhungar and the northern area of Shanxi Province. Coal is transported by rail from the mines to Qinhuangdao port and shipped by barge to the port of Dadong in Dandong, where it will be unloaded and transported to the Dandong Power Plant using special coal handling facilities. Coal consumption rates for power sold were 330gram/kWh and 326gram/kWh for the year of 1999 and 2000, respectively. Electricity generated by the Dandong Power Plant is delivered to the Northeast Power Grid for sale.
Yingkou Power Plant is located at No.1 Mingzhu Road, Yinkou Economic Development Zone. It is bordered by Yingkou New Port on the south, adjacent to Bohai Gulf to the west. Covering a total area of 67 hectares, Yingkou Power Plant is 63 kilometers from Yingkou city proper. Huaneng Yingkou Power Plant is a modern thermal power plant established in June 1995 by Huaneng International Power Development Corporation and Liaoning Provincial Government. It has a total planned capacity of 4840MW. The first phase comprises 2x320MW Russia supplied super-critical coal-fired units, with commercial operation commenced respectively in January and December of 1996. The second phase is planned to add two 600MW ultra-super critical coal-fired units. The project proposal has already been approved by National Development and Reform Commission. Completion is scheduled for 2007.
